Loretta's off on one of her frequent compulsive shopping binges, and thus the Lockhorns are guaranteed at least another month of staggering bills, IRS audits, and being hounded by creditors. Within Loretta's earshot, Leroy tries to impress this fact upon his bald portly neighbor. It's all to no avail. Loretta's disdainful expression says it all. The neighbor exudes sympathy and pity for Leroy.
